DLT & TRAI Compliance for AI Outbound Calling in India
What every voice AI team must know about DLT registration, template approval, DND scrubbing, and CLI before launching commercial outbound campaigns

India is one of the largest outbound calling markets in the world — and one of the most regulated. Launch an AI voice campaign without DLT registration, approved templates, or DND scrubbing and you risk number blocking, carrier disconnects, and regulatory penalties. The technology works; compliance is what separates a pilot from production.
This guide covers the non-negotiables for commercial outbound AI calling in India, and how to design Pollax campaigns that stay inside the rules while still scaling personalized voice outreach.
Why compliance is not optional for AI dialers
TRAI treats AI-generated voice the same as any other commercial communication: if you are promoting a product, collecting a debt, or conducting telemarketing, you need registered headers, approved message templates, and proof of consent where required. An AI agent reading a script is not exempt because a human did not dial the number.
Teams that skip this step often discover the problem only after connect rates collapse — carriers silently drop unregistered CLI, or DLT platforms reject delivery. Fix compliance first; optimize conversation design second.
The DLT checklist
- Entity registration — register your business on the DLT platform (Jio, Airtel, Vi, BSNL portals as applicable).
- Header (sender ID) registration — map your 140-/1600-series or approved promotional headers to the entity.
- Content template approval — every outbound script variant (Hindi, English, regional) must be registered and approved before use.
- Consent capture — maintain auditable proof for promotional calls; transactional templates have different rules.
- DND scrubbing — scrub against the national preference registry before every campaign batch, not once at import.
CLI and carrier realities
Commercial outbound in India should originate from approved CLI ranges (typically 140- or 1600-series numbers). Dialing from a random mobile or unregistered DID gets numbers blocked fast. Your SIP trunk or CPaaS provider must present the registered CLI on every INVITE.
When you combine AI voice with Pollax’s Voice Agent API, configure the outbound caller ID to match your DLT-registered header. Mismatch between registered template content and live agent speech is a common audit failure — keep scripts aligned with approved text.
Designing compliant AI scripts
Unlike static SMS, voice agents can paraphrase — but for regulated campaigns you should constrain the agent:
- Start with the approved opening disclosure (entity name, purpose, opt-out language).
- Limit free-form generation on promotional calls; use structured flows for collections and sales.
- Log full transcripts via Speech-to-Text for audit and dispute resolution.
- Offer immediate opt-out and honor DND within the same call if requested.
For collections specifically, pair voice with our collections solution and debt collection agent templates that emphasize promise-to-pay capture and respectful escalation paths.
Operational best practices
| Control | What to implement |
|---|---|
| Quiet hours | No promotional dials before 9 AM or after 9 PM local time |
| Retry policy | Cap attempts per number per week; backoff after no-answer |
| Template versioning | Tag each campaign with DLT template ID in metadata |
| Human review | Sample 1–2% of calls weekly for script drift |
| Incident response | Pause campaign globally if carrier flags spike |
Where Pollax fits
Pollax handles the conversation layer — telephony, STT, reasoning, TTS, campaigns, and webhooks. You still own entity registration, template approval, and DND vendor relationships. Use the Call Insights Dashboard to monitor connect rates and transfer patterns; sudden drops often indicate a compliance or CLI issue, not model quality.
For regulated industries, review our compliance monitoring agent patterns and banking industry page for additional guardrails on sensitive flows.
Bottom line
DLT compliance is parallel work, not a post-launch task. Register templates before you scale dials, scrub DND on every batch, and keep AI scripts tied to approved content. Done right, outbound AI calling in India is a durable advantage — not a regulatory ticking clock.
